The Nigeria Inter-Bank Settlement System Plc (NIBSS) was set up by the decision of the Bankers Committee in 1992, as a Shared-Service infrastructure for facilitating payments finalities, streamlining Inter-bank payments and settlement mechanisms, to drive and promote Electronic Payments across the Nigerian Financial Industry.

Job Title:         Legal Officer

Department:    Legal

Division:          Corporate Services

Reports to:      Head, Legal & Company Secretary

JOB SUMMARY

The Legal Officer must possess a high level skill in legal drafting and review, sound knowledge of applicable laws, and will be responsible for managing relationships with internal and external customers.

DUTIES AND KEY RESPONSIBILITIES

  • Review of business agreements and execution of contracts
  • Litigation management
  • Management of outsourced legal functions
  • Log of compliance issues in contract with third parties
  • Manage relationships with law enforcement agencies
  • Payment of outsourcing agents
  • Secretarial/Admin functions of the department which will include secretary to sub-committees of board members
  • Provide legal advice and research on complex legal issues
  • Review of agreement for other functional groups including Administrators (Contractors, Suppliers/Vendors, Service providers etc.)
  • Facilitation of employees due diligence/background check
  • Searches at registry (CAC, State and Federal Land Registries etc.)
  • Review of existing relationships and contracts

REQUIRED EXPERIENCE

  • 8 – 10 years post qualification experience of which 3 years must be in an IT/ICT related function

REQUIRED QUALIFICATION/SKILLS

  • Bachelor’s degree in Law (LL.B) from an accredited University
  • Relevant professional qualification(s) is required
  • Master’s degree will be an added advantage

Application Development Officer

Department:   System Integration

Division:         Technology & Operations

Reports to:     Head, System Integration

DUTIES AND KEY RESPONSIBILITIES

  • Development of plug in solutions that aids day to day operations of NIBSS
  • Development of applications within NIBSS for operations automation
  • Effective support and management of all NIBSS software application
  • Confirms project requirements by reviewing program objective, input data, and output requirements with analyst, supervisor, and client
  • Update and expand existing programs
  • Debug programs by testing for and fixing errors

  • Sound knowledge of the Nigeria Central Switching (NCS) Operations
  • Sound knowledge of Retail Transaction Processing
  • Working Knowledge of Transaction Switching
  • Knowledge of Software/Application Development Methodologies and relevant languages such as Java (J2SE, J2EE)
  • Basic knowledge of the Financial Service Industry
  • Working knowledge of Dispute Resolution and Settlement Framework of the NIP
  • Sound knowledge of the products of NIBSS
  • Applicant MUST have Sound knowledge of known international standards on software development, documentation and integration
  • Sound regulatory knowledge
  • Very good understanding of Secure Coding
