Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges IOM, with support from the UK Government and the European Union (EU), has developed targeted interventions in Nigeria and transit countries to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach.
  • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • Specifically, the UK Government funded projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in Nigeria to ensure sustainability of changes at policies and programmes levels for better protection and reintegration of returnees in the country.
  • Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Project Manager (Migration Management (MM)) & Head of Sub-Office, the successful candidate will be responsible for managing all activities related to the UK Government funded projects focusing on the rehabilitation and reintegration of returned migrants to Nigeria, including victims of trafficking.

Core Functions / Responsibilities

  • Manage the overall implementation of the UK Government funded projects in IOM Nigeria and overseeing its financial, administrative, and technical aspects, in compliance with IOM policies and standards, as well as donor requirements. Maintain coordination with appropriate IOM units, Regional Office (RO) in Dakar and the Headquarters (HQs).
  • Monitor project progress, specifically aimed at increasing effectiveness and take appropriate action as required.
  • Oversee management of Migrant Protection and Assistance (MPA) interventions in IOM Nigeria, in close coordination with the other protection and reintegration teams to ensure synergies and complementarities of support provided.
  • Supervise all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities.
  • Establish and maintain good working relationships with relevant Government entities, the donor, UN agencies, NGOs as well as the private sector, to enable the creation of public-private partnerships, technical working groups and a robust referral mechanism to promote the dignified, sustainable protection and reintegration of migrants.
  • Lead the provision of capacity building technical assistance to state and non-state actors and ensure that programme activities are aligned to international best practices.
  • Provide expert guidance and advice to programme staff on policies and procedures related to Migrant Protection and Assistance (MPA).
  • Plan and implement Assistance to Vulnerable Migrants (AVM) strategies, including identification, referral, and assistance activities for vulnerable migrants, including victims of human trafficking and exploitation, victims of gender-based violence, and/or other survivors of violence, exploitation and abuse, in coordination with other colleagues and concerned protection actors.
  • Support the expansion of IOM Nigeria’s Migrant Protection and Assistance portfolio, including providing strategic guidance and development of project proposals in close collaboration with the Protection and MHPSS Officers and the programme support unit.
  • Oversee the preparation of monthly dashboards, interim reports, regular briefings, press releases, other reports and communications, and ensure alignment with donor requirements and IOM standards and procedures.
  • Contribute to the development and guide the implementation of a Counter Trafficking (CT) strategy for IOM Nigeria, aligned with the overall strategy of the mission and the global standards of IOM’s work within the area of CT.
  • Represent IOM at relevant seminars and meetings as well as other events.
  • Undertake duty travel as required.

Required Qualifications and Experience
Education:

  • Master’s degree in Development Studies, Migration Studies, Economics, Business Management, Political Science, International Relations, International Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience.

  • Demonstrated expertise in the thematic area of migrant protection and assistance at both policy and programmatic level;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs);
  • Demonstrated experience in liaising with governmental and diplomatic authorities, as well as the private sector;

2. Resources Management Officer – IOM Recruitment

Context

  • Working under the overall guidance of the Chief of Mission, and the direct supervision of the Resource Management Officer, in Abuja and in coordination with the EUTF Programme Manager and other relevant Units, the successful candidate will be responsible for monitoring of the budgetary, financial, human resources and administrative functions of the Lagos Sub-Office.
  • S/he will also contribute to providing recommendations aiming at increasing effectiveness and efficiency of resource management in the Lagos Sub-Office.

  • Monitor financial management, particularly in the Sub-Office Lagos, including the oversight of financial expenditures and accountability. Undertake financial analysis of all activities in the assigned sub-office.

Required Qualifications and Experience

  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience:

Context

  • To meet these challenges, the European Union (EU), the UK Government and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.
  • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • A major component of the Joint Initiative in Nigeria is the provision of sustainable reintegration assistance to more than 9,500 returnees going back to various parts of the country.
  • Reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration psychologically, socially and economically, returnees are able to make further migration decisions as a matter of choice rather than necessity.
  • Working under the overall supervision of the, Deputy Chief of Mission and the direct supervision of the Programme Manager (MM), Lagos, in collaboration with Migration Health Unit and the technical supervision of the Regional Thematic Specialist (MHPSS), the successful candidate will be responsible for implementing and assisting with the management of the Mental Health and Psychosocial Support portfolio as part of IOM Nigeria’s Migration Management Portfolio.

  • Assist with the coordination of the Mental Health and Psychosocial Support (MHPSS) team within the Migration Management Unit and ensure timely implementation of MHPSS related activities.
  • Assist with the recruitment of, and train, supervise and provide guidance to MHPSS national staff, and assist with the administration of related HR requirements to facilitate successful team operation.
  • Implement and monitor the delivery of non-compulsory counselling services available in transit areas which are tailored to the situation including child friendly activities in transit areas.

Core Functions / Responsibilities

  • Plan and monitor the financial management for all activities of the Mission and supervise/coordinate the preparation of financial, donor reports and budgets, including the oversight of financial expenditures and accountability and the undertaking of financial analysis of projects in the Mission.
  • Provide the CoM regularly with financial updates on the status of the IOM country programme resources and future outlook, reporting deadlines, budgetary allocations and forward planning.
  • Provide on a regular basis an updated table of the common cost of the office and sub offices to the CoM and to the RO Dakar Resource Management Team.
  • Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement; develop and implement relevant operational control systems.
  • Administer and maintain PRISM approval tree, workflows and security access control for the mission ensuring proper internal controls and segregation of duties. On a monthly basis, reconcile all accounts in PRISM; track possible discrepancies and process the required transaction in PRISM to facilitate proper monthly reconciliation of the accounts.
  • Coordinate and oversee the day-to-day administrative, finance, human resources, procurement/logistics, IT and other administrative activities in the Mission and its sub-offices. Oversee the proper utilization and recording of the Mission resources, transactions and assets in the organizational electronic resource management tool, and the regular maintenance and upkeep of supporting documentation.
  • Support and provide guidance to staff in matters related to IOM administrative questions, local institutions, internal regulations and human resources issues with a view to enhance their knowledge for the smooth running of the Mission operations. Monitor and provide CoM advice on the Mission training needs, and coordinate on assessing professional development opportunities, plans and resource requirements. Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges IOM, with support from the European Union (EU), has developed targeted interventions in Nigeria and transit countries to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach.
  • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • The projects aim at strengthening the technical and material capacities of the authorities and organizations involved in Nigeria to ensure sustainability of changes at policies and programmes levels for better protection and reintegration of returnees in the country.
  • Under the overall supervision of the Programme Manager, Migration Management (MM) and the direct supervision of the Programme Officer (MM/MPA), Lagos, the successful candidate will be responsible for implementing activities related to awareness raising and behavioural change communication initiatives in Nigeria.

Context

  • North-East Nigeria has witnessed an increase in violence since the beginning of 2015, causing a major humanitarian crisis. Consequently, almost 2 million individuals are currently displaced, with the highest number of displacements taking place in Borno, Yobe, Gombe and Adamawa States. Many of those are living in overpopulated Internally Displaced Persons (IDPs) sites and host communities, and are in desperate need of Water, Sanitation and Hygiene (WASH) services and facilities.
  • In light of the emerging crisis, the scale of IOM’s WASH response in Nigeria has been growing over the last year and have reached almost 30,000 individuals in almost all accessible areas in Borno state, in addition to some areas in Adamawa.
  • Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub-office/Emergency Coordinator, the successful candidate will be responsible for ensuring efficient delivery and management of WASH activities.

Core Functions / Responsibilities

  • Contribute to the design and ensure the execution of the overall WASH strategy for IOM in the country in close coordination with the WASH Sector working group, relevant Government counterparts, affected communities and other relevant humanitarian stakeholders.
  • Manage the overall implementation of the WASH programme activities in NE Nigeria to guarantee that scope, budget, time and quality are in accordance to the different projects specifications, donor requirements and IOM rules and regulations.
  • Ensure appropriate and timely resource mobilization for the implementation of the WASH programme, in coordination with the Chief of Mission, Head of office/Emergency coordinator and other relevant colleagues in the Country Office (CO). Proactively recommend programme development opportunities, new funding sources, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the IOM WASH portfolio. Liaise effectively with donors and the private sector at local and regional levels to discuss funding to sustain the WASH programme and draft proposals for funding.
  • Lead the design process and oversee compliance of technical specifications for the implementation of the required WASH infrastructure and services to guarantee quality of the output and alignment to international and national standards and donor requirements.
  • Monitor the financial management of projects to facilitate alignment with internal and donor requirements. Ensure that the budget lines are respected and monitor burn rates for the effective use of the funds.
  • Manage and monitor technically and administratively the whole of the WASH team. Ensure that adequate and relevant capacity building are provided to the members of the team. Mentor, coach and manage the staff under supervision; support the performance evaluations and oversee and help to resolve team conflicts.
  • Oversee all WASH programme related procurement efforts for supplies and services, in coordination with the Resource Management Unit and Procurement and Logistics Unit; ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and / or implementing parties.
  • Liaise with the WASH Sector, other WASH agencies, government authorities / entities and any other relevant stakeholder to ensure that IOM WASH activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community in Nigeria. Ensure that any needed operational agreement or authorization from the local authorities is convened to guarantee project stability and good relations with the local government.
  • Coordinate internally within IOM units / programmes the implementation of activities and ensure that inter-sectoral activities / approaches are planned and coordinated with the respective units / programmes.
  • Ensure that the WASH programme is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes.

Since mid-2016 IOM have scaled up its humanitarian response programme in North-East Nigeria and is currently implementing Camp Coordination and Camp Management (CCCM), Displacement Tracking (DTM), Water Sanitation and Hygiene (WASH), Mental Health and Psychosocial support (MHPSS), Livelihood and early recovery, and Shelter activities in all of the affected states and in particular in Borno.
  • With the improved access to some of the towns once considered as hard-to-reach, IOM in collaboration with humanitarian partners was able to establish and run 8 field humanitarian hubs in Bama, Gwoza, Ngala, Banki, Monguno, Damasak, Rann and Dikwa Local Government Areas (LGA).
  • To ensure the efficient and well-coordinated delivery of multi-sectoral activities in these field locations and follow up on the implementation of daily humanitarian activities, IOM is aiming to recruit experienced field coordinators to be deployed to the 8 field locations in Borno state.
  • The successful candidate will be working under the overall supervision of the Chief of Mission and the Head of Maiduguri sub-Office and the direct supervision of the Field coordination officer based in Maiduguri.

  • Support the Head of Office/Emergency coordinator and the Maiduguri-based field coordinator in Managing, coordinating and monitoring the activities implemented within the designated area of responsibility assigned to him/her (including DTM, Shelter, NFI, CCCM, WASH, and Psychosocial support).
  • Provide technical inputs to the different emergency programme Standard Operational Procedures, to ensure a rapid, appropriate and comprehensive IOM emergency response in deep field locations in North East Nigeria.
