Job Title: National Migration Health Physician (MM/AVRR)

Context

  • Working under the general supervision of the Program Manager, Migration Management and the direct supervision of the Migration Health Officer (MHO) of the IOM Lagos office for technical matters, the National Migration Health Physician will be responsible for providing clinical, administrative and project management support for the Migration Management Unit (MMU). He/she will:

Core Functions / Responsibilities

  • Assist to coordinate all the migration health activities related to voluntary returns of Nigerian migrants. This includes but not limited to logistic preparation for medical screening, handling and safekeeping of individual medical files, collection of bio data and medical history, physical examination, ensuring identity checks of the applicants and confidentiality of information throughout the screening process.
  • Conduct health assessment for migrant populations according to provided technical instructions for migrants and IOM Migration Health Assessment Guidelines including but not limited to review test results, check accuracy and medical documents, suggest corrective measures and ensure client-oriented services
  • Supervise clinical and non-clinical staff to ensure all MMU’s health activities are performed in an effective and efficient manner.
  • Assist with the quality control/quality assurance by liaising with the service providers (radiology unit, microbiology laboratory) on a regular basis, correct minor digressions from the regular procedure, inform the Migration Health Officer about current or potential problems jeopardizing integrity of the program and suggest improvements and ways to optimize procedures.
  • Make necessary arrangements for addressing significant medical conditions and organizing assistance in accordance with IOM mandate and procedures directly or through partners, with special focus on: providing information to the migrants and affected family members, counselling of positive cases, providing treatment or referral for treatment, making necessary medical arrangement including medical escorts, and following up patients where necessary.
  • Facilitate medically assisted movements (pre- departure medical screening, pre-embarkation checks, escort…) and arrange medical related travel assistance to departing refugees.
  • Contribute to the analysis and technical elaboration of data gathered from the migration health assessment.
  • Ensure contracts/MoU/ service agreements with health providers are up to date, quality of services is maintained and follow up with finance on their timely invoices payments.
  • In coordination with the MHO liaise with in the health and immigration authorities, embassies, and donors. If requested by MHO or Programme Manager, represent MMU in internal and external meetings.
  • Take part in staff capacity building activities through provision of technical guidance and training
  • Enter medical information and other details into health databases and maintain records to assure appropriate flow of health data.
  • Assist MHO in the preparation, and implementation of research activities related to the migration health, tuberculosis and sexually transmitted diseases.
  • Provide technical assistance to MHO and the Programme Manager in the development of potential health and migration projects/programmes for the mission.
  • Ensure smooth communication with sending countries of AVRR cases
  • Performing any other related duties that may be assigned by the direct supervisor and the Programme Manager.

Required Qualifications and Experience

  • Master’s Degree in Public Health or other related clinical specialties or University degree in Medicine.
  • A minimum of two years relevant clinical experience in the humanitarian sector preferable the United Nations;
  • Registered to practice in Nigeria and with a valid registration license;
  • Experience in administration/management an advantage;
  • Continuous clinical experience in busy public or private hospitals is also an added advantage;
  • Training/experience in Paediatrics, Internal Medicine or Infectious Diseases is an advantage;
  • Experience liaising with federal and state health agencies and NGO partners;
  • Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, Outlook and SharePoint;

Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.
  • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • Working under the overall supervision of the Chief of Mission, and the direct thematic supervision of the Mission Security Officer and the administrative supervision of Head of Office, the successful candidate will assist in all matters related to staff and properties of the Lagos Sub-Office, Nigeria.

Core Functions / Responsibilities

  • Carry out all administrative matters including manager/assets custodian recording, issuing of security material used for the field;
  • Undertake radio technician responsibilities if/when assigned;
  • Maintain and archive security documentation (travel clearances, UNDSS trip profiles, staff lists etc.) for future access if required.
  • Maintain an orderly filing system for all security files updated level of communication documentation and files.
  • Control and track SSU assets and, where necessary the issuance and return of those assets. Ensure there is proper maintenance of SSU assets.
  • Coordinate and submit special security clearances (SSCR) and all desired documentation, information, liaison with Local forces etc., related to movement to new accessible areas (NAA).
  • Assist the Security Supervisor and the Local Security Assistant in the implementation of the proper security arrangements in all IOM premises for IOM visitors and personnel as per set out SOPs;
  • Assist in briefing IOM field staff members including IOM temporary staff in the most efficient and professional manner;
  • Assist to establish UN ID cards for IOM regular staff in coordination with IOM HR and Security Staff in Abuja;
  • Maintain an inventory of all fire equipment within the building with the corresponding expiry date and liaise with the logistics team on maintenance and replenishment / repair / replacement;
  • Maintain staff list to ensure all pertaining information to the staff member’s addresses, contacts and dependents are recorded and regularly updated on daily basis to be shared with UNDSS and HR colleagues;
  • Track the travel movement of all IOM personnel (international and national) and share updated information to ensure the required clearances are obtained;

Required Qualifications and Experience

  • University degree or equivalent in social science, computer science, and law enforcement academy
  • Minimum four years (two years for degree Holder) in related field; preferably relevant professional experience with the security in UN, INGO or NGO. Experience in the rank of NCO and above in the armed/police forces.
  • Good political and social knowledge of North-eastern Nigeria.

  • Provide assistance to the vulnerable returning migrants including VOT’s in close coordination with other Migration Management Units;

  • Organize capacity building events for partners, for support incorporation into the national referral mechanism and functioning of the referral mechanism in identification, referral and assistance for vulnerable migrants including victims of human trafficking and unaccompanied migrant children in line with national and international standards
  • Provide support in procurement of specific items required for standardized partner NGO shelter services in line with donor and IOM procurement guidelines;

Context
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.

This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.

Working under the overall supervision of the Programme Manager, Migration Management, and the direct supervision of the Program Support Officer, the successful candidate will support the application of a robust Communication for Development (C4D) and Social Behavioural Change Communication (BCC) approach across awareness raising activities, including the development of tools for C4D campaigns.

Core Functions / Responsibilities

  • Support in the planning and timely implementation of SBCC activities in Nigeria to combat TiP/SOM.
  • Assist in coordinating the creation and implementation of Communication for Development (C4D) methodology materials including videos, radio programming, best practice case studies, toolkits, and workshop facilitation guides for all activities and communication platforms.
  • In coordination with programme coordinator, devise communication channels in which stories from migrants and returnees can be used to promote behaviour change in the relevant communities.
  • Plan and implement C4D activities and tools to discourage irregular migration and promote safe alternatives to irregular migration in target audiences:
    • In collaboration with partners, assists in research, development, pre-testing and production of culturally relevant communication materials to facilitate behaviour and social change under the project.
    • Disseminate approved project information materials through the appropriate channels such as social media, local radio stations, IEC materials and such other approved channels
  • Support development of training materials and activities to build capacity for participatory and behaviour change communication aimed at addressing issues on human trafficking and irregular migration.
  • Maintain strong partnerships with youth groups, community groups, government leaders and other partners in the community and civil society to orient them on the overall goals and solicit their involvement in the implementation of the same.
  • Work closely with the Monitoring and Evaluation team to design and implement appropriate monitoring and evaluation activities, such as surveys, interviews, focus group discussions, Knowledge, Attitude and Practice (KAP) surveys, consultations, etc.
  • In coordination with Public Information and Communications Assistant, manage C4D reference materials such as briefing documents, summary literature reviews on Trafficking in Person (TiP) and Smuggling of Migrants (SOM) trends, factsheets, presentations and reports for both internal and external briefing.
  • Support the Program Support Officer in the implementation of awareness raising initiatives where appropriate.
  • Conduct field visits, as and when necessary.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

  • Bachelor’s degree in Journalism, Behavioural Change, Social Work, Law, Communications, International Affairs, Development Studies or a related field from an accredited academic institution.
  • A minimum of four years of work experience (for candidates holding Bachelor Degrees) in the above specified fields, preferably in the West Africa Region.
  • Experience of working on humanitarian or development issues related to migration and/or human trafficking, preferably within the United Nations Common System and the International Humanitarian Field
  • Experience in effectively designing and implementing social media and online campaigns for developmental issues

Context

  • In North-Eastern Nigeria, violent insurgent activities have resulted in the displacement of 1,918,508 people. As new displacement continues more than 18.6% of IDPs are living in 155 camps, collective centres or transitional sites, mainly in schools or government buildings. The remaining 81.4% are displaced in host communities: sharing the homes of others, living in makeshift shelters constructed on available land, in unfinished buildings, or renting homes.
  • The Shelter, Non-Food Items (NFIs) and Camp Coordination & Camp Management (CCCM) sector was led by the National Emergency Management Agency (NEMA) and IOM. Since August 2016 it has become a merged sector with a recently enacted Tripartite Agreement to include UNHCR and having all three parties on equal terms jointly leading. Although not a formally activated cluster, this sector working group will be “cluster like” run in the style of a cluster. Though the sector coordination mechanisms are based in Maiduguri following the Humanitarian country team guidance, the role of federal level liaison with relevant government counterparts and humanitarian partners is very apparent.
  • Under the overall supervision of the Chief of Mission and the direct supervision of the Sector Coordinator (Shelter, NFI & CCCM) based in North-East Nigeria, and in collaboration with the Senior Programme Coordinator (Emergency Response), the successful candidate will support and assist with the effective and efficient coordination and liaison with relevant ministries and other stakeholders based in the capital.

Core Functions / Responsibilities

  • Provide technical inputs to be used for the development of a comprehensive Sectoral strategy that incorporates all phases of the sector response, including preparedness, emergency management, response, recovery and capacity building.
  • Liaise with the relevant ministries and different stakeholders at the federal capital level to support a well-coordinated Shelter, NFIs and CCCM response in Nigeria and timely information sharing with the sector coordinator and coordination team. Maintain national level contacts relevant for the sectors.
  • Organize and participate in regular Shelter, NFIs and CCCM Working Group coordination meetings in Abuja.
  • Actively participate in the Inter-Sector Working Group (or equivalent group when established) at Federal capital level, to ensure adequate consideration of needs and the coordination with other sectors with regards to the humanitarian strategy and response in Nigeria.
  • Inform partners and Government Counterparts at the federal capital level of the plans, objectives and guidance of the sectors, and provide input to the development of these.
  • Provide technical inputs and information to the Humanitarian Programme Cycle (including humanitarian response planning and periodic monitoring reports), and other planning or monitoring processes as required (for example, contingency planning or sector coordination performance monitoring).
  • Draft and revise, when necessary, specific documents, reports and procedural guidelines.
  • Identify gaps in Shelter, NFIs and CCCM response and make recommendations to avoid overlaps. Identify solutions for gaps in collaboration with Sector Coordinator.  Document and maintain knowledge of who is doing what where and when in the state.
  • Participate in lessons learned workshops in Nigeria and contribute to the revision of strategies and action plans accordingly.
  • Brief new sector members/visitors in Abuja on the humanitarian situation in the area and issues specific to the sectors. Provide contacts, facilitate liaisons with key partners, local and national authorities.
  • Actively support the sector in Planning, coordinating and delivering capacity building opportunities to partners, in coordination with the sector coordinator, with a view to improving quality and efficiency of Shelter and NFIs distributions across all affected areas, including support efforts to strengthen the capacity of the national authorities and civil society.
  • Contribute to the integration of the Inter-Agency Standing Committee’s priority cross cutting issues (e.g. human rights, HIV/AIDS. age, and community participatory approaches) and promote gender equality and Gender-Based Violence (GBV) risk reduction, ensuring that the needs of women and girls as well as men and boys are addressed.
  • In consultation with sector co-leads and working Group partners, plan and participate in inter-agency needs assessments, as required.
